I was finally able to identify the nsi service as at least part of the problem. If you are unable to get the right software but suspect it to be a recent software activity, you can run the System Restore utility to resolve this problem. System Restore But if you manually install the update yourself the Update service finds Internet Explorer is fully updated and doesn't search for any IE updates.
