All are great tips and will surely help in building back links. But, what I feel the owner of the website / business should himself/herself engage and start building the links. They are the ones who will know if the link partner is of any use to their website or not. I do agree with the lack of time and expertise the owner has. Here is another article which talks about saving money and building the network through link exchanges. 
Let me know your thoughts.
