My own 32-bit Vista system was fully patched as of May 2016, and when I pre-installed my one missing KB3161664 update for June 2016 the standalone .msu installer (Windows6.0-KB3161664-x86.msu) was a currently stuck on 121 of 169 ... in Vista, and I guess 7, that only shows what's installed, not what's being used by the system.
